Cost and steps to register a Spanish car in France

A car bought in Spain runs on a Spanish permiso de circulación (the Spanish vehicle registration document), which carries no weight in France once the temporary circulation period has expired. You need a French carte grise (the French vehicle registration document). This page answers the two questions that come up, in that order: what it costs, and which papers to gather.

1. The price, line by line

There is no single national price for a carte grise. Its main part is the regional tax, which multiplies the vehicle's fiscal horsepower by the price of one cheval fiscal (fiscal horsepower unit) voted by your region. Two buyers of the same car pay different amounts depending on their département.

The malus CO₂ (France's CO₂ emissions tax) and the malus au poids (France's vehicle weight tax) are added on first French registration. They fall due even if the vehicle has already been registered in Spain, and on a powerful or heavy car they are almost always the largest line. An allowance tied to age reduces them on used vehicles.

The remainder is made up of small fixed amounts, a processing tax and a delivery charge for the document itself.

  • Regional tax: fiscal horsepower multiplied by the regional price of the cheval fiscal
  • Malus CO₂ based on WLTP emissions, with an age related allowance
  • Malus au poids on heavy vehicles, on the same principle
  • Processing tax and delivery charge, fixed amounts

2. The two Spanish documents, and why both matter

Spain issues two documents where France has only one, and the French authorities ask for both.

The permiso de circulación names the registered keeper; it is the equivalent of the carte grise. The ficha técnica, also called the tarjeta ITV, carries the homologated technical characteristics and a stamp for every inspection the car has passed.

The ficha técnica does something the permiso does not: it documents the homologated characteristics, which helps when the manufacturer is slow to issue the COC, and its inspection record is a mileage trail independent of the seller.

  • Permiso de circulación, the registered keeper of the vehicle
  • Ficha técnica or tarjeta ITV, the characteristics and the inspection record
  • Contrato de compraventa, the signed sale contract
  • Purchase invoice, required for the quitus fiscal
  • Informe from the DGT (the Spanish traffic authority), a status report certifying that the car is free of any charge, to be obtained before you pay

3. The quitus fiscal

The quitus fiscal (the French tax clearance certificate) confirms that the vehicle's VAT position is in order. It is requested from the business tax office you come under, as soon as the car arrives in France, and it governs everything else.

French VAT is due only if the vehicle is new for tax purposes, under 6 months old or under 6,000 kilometres. Beyond both of those thresholds there is no VAT to pay, but the quitus is still compulsory.

4. COC and roadworthiness test

The European certificate of conformity is requested from the manufacturer. For the Volkswagen group marques, including Seat and Cupra, which are very common on the Spanish market, the request goes through an online form. Where no COC is available, the DREAL (the regional environment and transport authority) issues an RTI (individual type approval), which takes longer and costs more.

A French contrôle technique (the French roadworthiness test) is required if the vehicle is more than four years old. The Spanish ITV (Inspección Técnica de Vehículos, the Spanish roadworthiness test), even with several months still to run, is not recognised in France.

5. The ANTS application

The application is made online on the ANTS (the French national vehicle registration agency), with the quitus, the COC, the roadworthiness certificate, the Spanish documents, proof of address and the insurance certificate.

Respect the order: a file submitted without the quitus or without the COC is rejected, and the clock restarts from zero.

  • Quitus fiscal from the SIE (the local business tax office)
  • Manufacturer's COC, or an RTI through the DREAL
  • French contrôle technique if the vehicle is more than 4 years old
  • Application on the ANTS, permanent carte grise
